DHHS caseworker blames baby's death on suspect's mother's 'neglect'

DHHS spelled out that allegation in a "Notice of Substantiation or Indication and Your Right to Appeal," dated Aug. 10, that was sent to Amanda Huard, 30, of Center Road in Fairfield.

 Maine State Police have charged Huard's 10-year-old daughter with manslaughter in the July 8 death of Brooklyn Foss-Greenaway of Clinton, after an incident at Huard's home.
